The original concept was that the UNSC needed three ships of equivalent class to "win" a shooting match in space with 2/3rds casualties.
This exacerbated by the fact that the unsc doesn't even HAVE ships of equivalent class to half the covenant Navy, and the covenant has a much bigger fleet than the UNSC, requiring absurd numbers advantages against a fleet that outnumbers you dramatically.
This often got confused by later writers, some holding to that same standard (humanity was turbo fucked the whole "war") and some thinking that three UNSC frigates were an overmatch for a Covenant vessel ten times their collective mass.

The Covenant was willing to throw a million grunts at any problem, including as a distraction so that the special forces could collect some forerunner artifact on the ground. The presence of humans makes scanning for forerunner artifacts impossible, and so they *have* to investigate on foot.

Covenant point defense systems are batshit insane good, their pulse laser grids can chew up multi thousand Archer volleys (which are missiles larger than a Trident III) and do this constantly. Covenant energy shields are also very strong, being able to shrug off multi megaton impacts/detonations even from the inside. And finally fissionable materials generate Cherenkov radiation when exiting slipspace, tipping off the Covenant that you're armed with nukes and they would prioritize those ships for destruction.
