Depending on the time and weather, recon sats pass over the missile cities once every fifteen minutes to couple hours. The longer crews are observable during the launch sequence, the higher chance of interdiction. Forcing crews to clear mines means launchers take longer to deploy. Even if the effect is on the margin, just a slight increase in the chance of interdiction will reduce the time it takes to erode Iran's launch capabilities.
