If lasers can be used to shoot down aircraft what’s stopping them from being used to kill, injure, or blind personnel? Lasers can’t be shot down or dodged.

A guy can just duck and get behind cover if he starts feeling like he's being set on fire out of nowhere, so you need a lot of energy to actually instantly kill someone like that. Enough that it's just cheaper to shoot something explosive at him instead.

Also emitting a lot of energy makes you detectable. Carrying generators, fuel and batteries makes you slow and detectable.

Laser lenses and mirrors are highly vulnerable to counter-battery lasers. Not even joking. The realistic-space-warfare-sims community has beaten this one to death.

The real life answer is lasers are consistently overrated. Blinding lasers were deployed as countermeasures in the first Gulf War (yes really, but you'll need to dig) and it simply wasn't worth the effort. The US military's JMEMS has only started incorporating lasers in the last couple years.

Because it didn't work. The cops would be standing there unfazed as you saw the lasers go over their eyes. Little effect for a felony attempted great bodily injury on an officer charge.

Distance has a lot to do with it, anything handheld you have to be up close and they'll get caught if they are. They also probably got scammed, you can't buy shit nowadays that isn't bullshit.

Secondly : employing any weapon for the purpose of blinding your opponent is against the Geneva Conventions, and blinding lasers were specifically called out in 1980.
Third : even if it wasn't against an international treaty no military power with the capability to employ blinding lasers would want to do so. As blinding your opponent with a laser opens up your own personnel to the same treatment. And no government wants to deal with the absolute shit show of a public relations debacle that would be the result of thousands of soldiers coming home blind, nor the blinding of thousands of "enemies". Deaths of soldiers are "patriotic losses", or "enemies eliminated". Blinded soldiers are constant, decades long, living reminders of the real human cost of war and an immediate valid rallying point for the citizenry.
That's why.
