If it's super thin then you could probably cut it with a knife, assuming you could act fast enough to get the knife under the wire. But I see no reason to use wire that thin, something like 1/8in would be impossible to cut fast enough and would still be small.It's kind of a stupid weapon though, someone could just as easily shoot, stab, pepper-spray, stun, tase, or simply knock out someone to steal their briefcase. It really across like a weapon a psycho would use, someone who wants to torture their victims rather than be a practical tool for mugging. It belongs in a horror movie like Saw, not a a spy movie.
