No, the wingtips are the source of airflow instability. Aileron control at the tips becomes a liability the closer you get to minimum turn speed at useful AoA. Because of airflow>body dynamics, the smallest area surfaces have the worst vortices, instabilities, and simply due to size the least amount of smooth flowing air available for any effective control.
Wingtip rudderbrakes/ailerons/flaperons serve a very limited purpose, and that purpose is essentially made useless because the airspeed regime they would work in without causing problems is so limited as to be useless for maneuver anyways.

Any argument one would make for seriously sized and seriously moveable wingtip or near-tip control surfaces as in the picture I originally replied to, only amounts to "takeoff and landing near-stall control". Any other use of a surface of such size and angle of control only gives flow disruption across the wing and serious problems.
In the hobby plane space ailerons which stray too far into the tip, and are mixed as such to be used for CROW/Flaperon/Spoiler use, a severe liability because the airflow at the tip's tendency to go turbulent always, and I say that word with finality, always causes a stall.
You do not do shit like that for anything but slow speed lift because your plane can't get in the air without it.

Basically, the chinese plane pictured can't take off from the carrier at combat load because it is underpowered, and it's launch device is ALSO underpowered. And those wingtip surfaces are fucking useless (and are a mechanical and RCS liability) for every other situation, which is 99.9% of the plane's flight life.
