Despite the meme of muh endless American money, the reality is that the IDF is a large conscript army and doesn't have the funding to outfit every single soldier with every new whiz bang contraption out there. Soldiers are often left with good enough hand-me-downs if it's not mission critical. It also doesn't help that it's the tail end of the rainy season in the eastern Mediterranean and everything looks dingy and gray and muddy because it is.
