Theres zero consistency, but generally yes. The number will either indicate an internal index by either the nation (M16 is the 16th rifle adopted into US inventory, M4 is the 4th carbine, etc) or manufacturer (there used to be a rhyme and reason to colts internal model numbers, with 7 indicating an A2 upper and a 9 indicating a flat top upper, and the number following indicating barrel length; but it got discarded with the LE line); or the year of adoption/production, i.e. Type 56 or M1903.
