Like, even if you pepper spray guy without technically adequate justification the cops aren't going to put a whole lot of time into trying to track you down and the stakes are pretty low if you do get prosecuted, whereas even a completely legal and justified shooting has a fair chance of getting you arrested and raked over the coals.
