What Im advocating is something like an IBH, with all the benefits and accessories associated with a modern high cut, combined with headset on AMP arms, with the outer shell of the headset being ballistically rated. Ballistic ear covers have the problem of being unconnected and unsupported by the helmet shell, which means that 1) ballistic/structural strength is compromised and 2) the edge area of said ballistic panels is drastically increased, making the risk of projectiles blowing out at lethal velocities far greater.
This problem can be mostly solved by having like 1/2" of overlap between the ear panels and the shell, but between the added material and mounts, the weight and cost of such a helmet would be substantially higher than a regular low cut helmet. Also, most ballistic ear covers (including the design closest to your idea, made for the Team Wendy exfil) completely ignore this problem and straight up have gaps between the shell and panels.
There's really only two advantages this has over a slightly wider conventional low cut (or just wearing one a size larger), the first of which is that you can't use most existing side rail earpro/comms mounts on them, but that can be remedied by bolting or molding mounting brackets on the inside of the shell, or simply using the rear section of rail rather than the top, like with the AMPs. I can recall at least 3 examples of this, including an AMP mount for the IHPS, a chinesium one for Comtac Vs and the ACH/ECH, and some anon's custom build for his ECH he posted on /bag/ back when that was a thing.
The second is that if your ear panels are connected to the arms or are on hinged mounts, they could give the earpro enough space to unlatch like on a regular high cut to relieve pressure on the ears. That would actually be really nice but it's of limited utility relative to the added cost for militaries or poorfags.
