What's wrong with non-lethal bioweapon?
Like blanket an area with harmless tranquilizer gas? It's not against the Geneva convention if it's non lethal, right?

There aren't any. There are "less lethal" ones, but tranquilizing someone is actually serious business. And like >>65050539 says it'll prompt massive escalation right away, as well as everyone getting into NBC protection. Also:
