Where would you be able to defende, especially since you can launch drones from submerged drones? You would need to block physical access, have heavy AA and be able to move the ships inland and move them around to prevent them from being static targets. The places that come to mind are Narragansett Bay since in WW2 they could chain it off with multiple choke points and Nampo since they have some depth from the sea and that huge wall.
