Type 56 (SKS) is better than M1 Garand. Both are 4 MOA military guns with only iron sights and mounting optics is difficult. Within iron sight range, 7.62x39mm is unironically just as gud as 30-06. The type 56 is lighter, cheaper (gun and ammo), has less recoil.

That doesn't work though because most of the "brain drain" we're experiencing is people who have just graduated or are early in their careers so 15% of their wealth is nothing especially compared to foreign salaries.

All of your other proposals will just keep people who have left from wanting to return to Canada which would just exacerbate the problem.
