You will not get a Form 4 approved (as an individual) from a state different to the one in which you reside. You can Form 4 a NFA item to an out of state SOT, who will then Form 4 to someone else. Or, if you both live in the same state, then you can direct Form 4 from individual to individual. In that case, drive to the seller and pick it up directly.
