I have gone shooting with or seen, 3 people who think these are an appropriate form of hearing protection at an outdoor range.

I was once at a range BSing with the owner about sporting clays. A redneck couple and their teenage son come in and want to shoot. The employee at the desk asks if they have ear & eye pro. They have safety glasses but no ear pro. The employee says that ear pro is mandatory, but if they need ear plugs they sell them for 25 cents a pair. Hubby ain't havin' none of that shit and immediately starts flipping out about how they're trying rip off his family over $0.75. Dude stomps out to his truck, comes back with toilet paper jammed in his ears, and tells his wife and son to do the same.
I’ve shot outdoors with earbuds and playing music too, they worked well enough for me. I shot some 9mm and an ar15. It was no problem

I bought some foam pads for my apple pod things and they block as much as the foam ear plugs.I wear them to work overnight at a grocery store and it blocks out all noise but still alerts me when something loud happens.Once the fire alarm was being tested and rang for hours, it was definitely loud enough to cause damage but my earbuds blocked the noise while my phone kept blaring alerts about extremely loud noises. I just bought a bag of earplugs right there in the pharmacy section and handed it out to my crew and walked around to the overnight cooks who cant speak english and handed them some too so we would finish on time. I wouldn't trust the normal silicon shit that comes with it though.

But rando earbuds do not have sufficient NRR and it doesn't matter if you can still hear the songs between bouts of hearing damage.
