The whole point of a super high rate-of-fire weapon like that is to track moving targets or sweep across enemy positions, so it makes no sense in a fixed hull mount. A mount like that is suited more for a bunker-busting howitzer like you can see on the French Char B1 tank.

All the epic land battles in 40k happen because one side's navy is busy or delayed or defeated or can't risk bombarding something valuable. You need fleet engagements to win strategic battles in 40k and the BETA would be no exception. BETA have no spaceships and can't infest another world until a hive has grown enough to railgun eggs into space or whatever. They're a big threat, but a familiar problem.
