Is there any real purpose to these? I know they were popular in America during the 90s and early 2000s and in New Zealand until 2019, but are there any jurisdictions or countries where they remain popular due to either legal or simply cultural reasons?

They're good for benchrest target rifles because you get maximal contact with gun. It's the same idea as those really elaborate grips you see on match target pistols. You're basically min-maxing the ergonomics of the gun to be superior off the bench, but less flexible in other positions. What you posted is purely cosmetic.
