When M23 (and the wider Congo River Alliance) kicked off their offensive it felt like Rwanda had greater ambitions and it seemed like it was going well (especially after the police force in Bukavu turncoated to M23) but then it just kind of grinded to a halt. The western looking equipment and better training certainly helped but even then they got bogged down by Kinshasa aligned (sometimes) militia, rebel groups, and foreign soldiers (Ugandan and Burundian soldiers, Romanian mercenaries). I think the peace agreement was a lucky get out card for Rwanda. All they had to do was pull out and leave M23 to the gorillas (not that the DRC could break M23 defenses) and in exchange they got mining concessions and the DRC to do the dirty work of taking out the FDLR (one of Rwanda’s war justifications). Overall, kind of disappointing from them unless the very limited gains were as intended. As a side note I find it funny how in almost every photo in the Congo either side usually has a fuckton of dudes carrying RPGs and PKMs bonus points if they’re riding off the side of those African Toyota land cruisers.

During the Battle of Goma there were around 300 Romanians that were there as instructors but they also did a huge chunk of the fighting along with the SADC forces trapped in Goma. They caused heavy casualties to both M23 and the RDF but because FARDC soldiers are barely paid and flee at the first sign of fighting their performance was hampered. They ended up surrendering but were treated quite comfortably and were sent to Kigali for flights back to Romania. Nowadays the foreign troops consist of Burundians in the south and Ugandans in the north. M23 has advanced a little bit on their own since the peace agreement but at a much slower pace than before, despite the FARDC and Wazalendo unable to get their shit together.

No they haven’t been fighting each other. M23 tried to advance north toward Butembo but got blocked by Ugandan forces. M23 can’t afford to fight Uganda (and Rwanda probably told them to hold back) so they are only able to advance west and south. Uganda is also there for its own reason that being to fight ISCAP and the ADF (isis and isis aligned rebel group), as well as other rebel groups in Ituri that threaten Ugandan stability. That’s why the renewed fighting is all southwards and why Uganda intervened to retain government control rather than have its own militias take control (some of which are also apart of the Congo River Alliance which is anti government).

To be honest those kinds of massive offensives were never really in the cards to begin with. The presence of foreign troops prevented the initial breakthrough from being fully exploited. M23 on their own is still able to advance at a decent pace. Their second Uvira offensive took a week and a half and they advanced roughly 50 miles (75 km) along the length of the Burundian border, cutting it off from the rest of the DRC. However what kills their momentum and prevents them from spiraling is that FARDC and Wazalendo love to counterattack. Towns will switch hands 3-4 times before falling under M23 control. They may not win but they certainly delay M23 and force them to expend more resources, which is why they are advancing much at a much slower, although still good pace.
