The actual factories are at closest, the suburbs, but frequently farther out. Nuking cities would take out financialization, headquarters and services, but most industry, food production, and all mining and refining would still be functional, if lightly contaminated. Russia has enough nukes to hit Industrial parks and mines as well, neither France nor China have enough, especially since France would be relying on SLBMs of a piddly 100 kiloton instead of heavy ICBMs. Assuming they all got through, 288 kilotons is not enough to destroy America or every midsize city. It would suck, but it almost certainly wouldn't collapse the government.
