They have a strange culture around their military and weapons, with veterans being the only people allowed to own firearms (and I think even keep their service weapons in some cases) and a national culture that demands armed guards fucking everywhere, you get a lot of volunteers both for the purely economic reason of a good respectable job with stable prospects (a true luxury in the third world) and a segment of the population just being naturally gung-ho.
