For a while it seemed we were buying Gripens, our ministers even traveled to Sweden to negotiate directly with theirs, but the purchase was cancelled after the press started to question its transparency. It was mostly done in secrecy (understandable for national security reasons) but there were discrepancies between what we were publicly told were some of requirements and what was being purchased, such as requiring a proven real world combat record, something the Gripens lack. What the Gripens did have was the best economic offer (so far) and we were on a budget. However, what ultimately made us decide against buying them was the geopolitical risk of having them made (partially) in Brazil or depending on them for maintenance, as well as Colombia announcing they were buying 17 Gripens.

The Rafales were known to be the air force favorites, they already operate Mirage, the army itself was modernized and made profesional by the french over a century ago. Twin engines, bigger payload, longer range and operational independence (no ITAR restrictions) came at a premium, but unfortunately when we tried to negotiate they simply pointed to the price tag. Also their performance in last year's India-Pakistan skirmishes certainly didn't help.

So it came down to the F-16. Unlike with the other options, we were not just buying planes, but geopolitical alignment. First, we had to be designated as a major non-NATO ally (MNNA) in order to buy them. We also contracted US to build and equip a new naval base for 1.5 billion. A new more political ambassador was sent here. There's even talks about a building a "spaceport" (for sounding rockets) in the north near the equator (both the line and the country). What sealed the deal was US agreeing to meet both our budget and required specifications, unheard of concessions for a minor buyer, probably motivated by their worry about the aforementioned Chinese interests in the country, region and the need to counter them.

GlobalEye is a Saab Erieye ER radar installed on a Bombardier Global 6000, Brazil has them installed on their Embraer ERJ-145, now designated as E-99 (they have 5). Peru is not that big of a country, one AWACS will suffice, perhaps also a spare.

We haven't bought the tanks yet, although there's an agreement to buy 54 K2's and 141 K808 APCs eventually, so far we have only acquired 30 K808. As for the submarines, we are joint developing them here together with Korea, a new design just for us, the HDS-1500, we will become the only country in the continent, other than US, that builds submarines (inb4 counting remaining Euro colonies as countries).
