Nah, it's the opposite. What did happen though was police forces, particularly city police forces, became a lot less corrupt and a lot more efficient. It's counterintuitive, but the more effective your police force is, the more crime you often get, particularly low level crime.
It works like this, if you have a corrupt police force then they are very likely to be putting their thumb on the scale for a particular organized crime group. That group is then pretty much unchallengeable. Since they're at the top, there's no major crime wars happening and this stability is going all the way down the system. Major street predators are also left at the low level and they too exert a stabilizing influence, people don't commit petty crimes on their patch.
Once you stop popping those figures, you start creating vacuums that other criminals rush to fill, which fuels more violence and criminality.
