You can't convince me that wearing your NVGs like this doesn't massively impair your peripheral vision on the horizontal axis.
It seems like a massive impairment to situational awareness.

What's the justification? Why not have them stowed fully up?

Its no more obstructive than wearing a ballcap, and it makes it much easier to swing them into your line of sight. Using them from fully stowed requires finding a button on the side of the mount that isn't necessarily that intuitive, especially in a hurry. Rhino mounts had a spring and you could just pull them down against tension, but nobody with money has used rhino mounts since 2010; and everything that replaced them has some kind of lock that needs disengaged.

Even if the power is cut in a venue like that emergency lighting stays on, and every man and his dog is going to be shining a flash light anyway.

The only justification I can think of for wearing them like that is if you were entering a situation where you knew you'd need to deploy them quickly and there's no requirement to look up, such as clearing a tunnel.

Only the egress signage *has* to have a 90 minute battery backup connected to the device. You *can* achieve this for general lighting, but then you end up with a legally mandated glowing test button on every emergency fixture. So it's preferred in hospitality to go with an inverter or generator.

In most jurisdictions the generator has a 30-60 second window to start. This is why hospitals, for example, will have inverter backups for critical systems in addition to the generator to cover the time it takes a massive diesel engine to get going. This is assuming the inverter or generator haven't been disabled.

Not pitch black, no. But the legal requirement across the path of egress is (in most jurisdictions) 1 foot candle average, with 0.1 foot candle minimum, and not greater than a 40 to 1 ratio of light to dark at any point. So you're going to have trouble seeing things clearly. Especially if the lights just went out and your eyes haven't adjusted to darkness.
