I was thinking recoiless rocket on a tripod. Will reliably take out a whole huddle of secret service agents, splash damage is sufficient that it could be in a fixed emplacement and either the target stood there, or didn't. And while many overwatch positions are screened a rocket actually fires in an arc, so would probably fly a meter above the head of their counter sniper from a lower point. A javelin would be ideal, and have been used for assassinations before for that reason, but building a javelin missile is hard and building a recoiless rocket is... possible.
There are probably a bunch of these lying around, a funny thing about recoiless guns is that they are particularly hard to deactivate because the barrel isn't really pressure bearing in the same way a cannon barrel is.

A lot of people don't know this but if you're using HE rounds the range of an m20 doubles and you can hit targets a mile away. And interestingly you can sort of suppress these guns, because they're recoiless it also means far less gas leaving the barrel.
