In the 1930s, China had plans to convert its army into a force of sixty divisions organised, trained and equipped on German lines. Only eight had been trained up when the Sino-Japanese war started, would they have been able to defeat the Japanese if the army was fully converted?

The Chinese would still have lost unless they also had the armor and air assets to do the whole combined arms thing.

Depends on the quality of leadership, on all levels of command
60 well-equipped, well-trained and organized divisions instead of 8 wouldn't have hurt obviously, but good training and equipment means little in the end if your division commander is a corrupt coward and your generals are obtuse morons

I always loved the aesthetics of ragtag armies with a mix of weapons and uniforms from various countries. WW2 China is a good example of that

Because most western countries have arms embargoes on China to prevent the Warlordniggery of the 20s getting worse and to prevent any Colonial power from having an unfair access to China's markets by favoring either the Republic of the competing Warlords.

The National Revolutionary Army was actually initially trained by the only world power that gave 0 fucks to the embargoes: the newborn Soviet Union. In 1924 KMT asked the Soviets for assistance, who said that they would help train the Republic of China's Army, but they have to include the Commies and play nice with them. The first united front is set up, the KMT and the CCP both create the National Revolutionary Army, and between them crushed the major warlords in the Northern Expeditions of 1926-27.

With many lesser warlords surrendering & incorporating their armies to the KMT, Chiang felt he did not need the Communists anymore. He tried massacring them in 1927 to be rid of the CCP, but the Commies proved to be popular amongst the peasants (including many of the NRA's rank & file) and formed a serious army of their own, igniting the Civil War.

By trying to merk the Reds, the KMT lost the support of the Soviets, so they approached another power for assistance, this time the anti-commies amongst the Weimar and later Nazi Germany in the 30s.

Which is how Germany comes to the shitshow.

Lacking industrial capacity is the biggest problem in general. Just keeping 60 german-model divisions going under high-intensity combat conditions would've strained the KMTs industrial and logistics capacity.

From Chinese POV: Because Germany was a highly industrialized and advanced country that had lost its colonial holdings in China and had no colonial interests there anymore.
Meanwhile Germany was a pariah in Europe and needed a place outside of the Western powers jurisdiction to get its arm industry and military reorganization going again. China and the Soviet Union were the main places to go for that.
