Anyone who has been paying attention to the conflict in Iran probably knows that the ayatollah regime shuts down internet access at the first sign of trouble and does all it can to combat alternative access points like Starlink.The reason they are doing this is pretty obvious - most people in the country hate them and by denying internet access they are limiting the ability of the people to organize a resistance.This got me thinking, how could internet access could be provided, then I remembered that story about the Chinese balloon several years ago. Could cellular network equipment be mounted on a similar high altitude balloon or blimp to provide service over Iranian cities,to provide unmonitored internet access to the people below?

A cell tower usually only covers a few miles. If you want a cell balloon capable of acting as a remote tower, it would need to have a range of around 10 times that to be reliable while remaining high enough that it can't easily be shot down. That translates to needing around 100x the transmission power and 100x the sensitivity of a conventional ground based cell tower, plus a bunch of lifting capacity and power generation to support this airborne super cell tower (plus energy storage for night operation if you also want that capability). It also needs to be cheap enough that the opposition can't just economically shoot it down with their more expensive air defense munitions - I know that the US has lots of money, but it doesn't have "float quarter billion dollar high altitude blimps above enemy capital cities while the enemy shoots them down willy nilly" levels of money.Needless to say, this combination of features isn't technically feasible, and if you drop any of those features then this entire endeavor doesn't work.
