Former corrections officer here. The alcohol based stuff hits way harder. It gets into your skin in a way that the water based shit just doesn't. You don't see it used in corrections much anymore (in part thanks to the place that I worked at) but it was retired because of compatibility concerns with tazing, not because it didn't work.
