Playing Stalker has led me to learn about honorary weapon, and apparently the US doesn't have them? I think they would make for good heirloom guns.

Where did you get that idea from? High end auctions often have presentation guns, swords, etc, that were given to famous military figures. Granted a lot of that is from the 19th century and earlier, but there are modern examples too.

i think you misunderstand why that exists in their law, its mostly just so that way if the Russian state or allied state wants to give someone a fancy pistol as a thank you for service or something they can have it since RF's civ gun laws like all countries that arent America suck shit, unlike here you can just go buy a pistol and have it engraved and give them the damn thing

They'll be scraping off like 1% of whatever people have, and that goes for places like Croatia and Bosnia too. There is so much shit left behind from the 90s that there's been several instances where people were spotted by police walking around with machine guns out in the boonies. Most Euro presentation gift guns are bolt actions or sometimes shotguns, but you're not wrong about the absolute state of gun ownership here. I say this as an owner of multiple semis and handguns
