There are some operations that are basically just borderline impossible, if some leader wants to try them out he uses seals because they're the best. If there's a job delta isn't "good enough" for it gets passed up the chain, etc. The seals are generally the top of that chain which is why they have the most failures. They used plenty of ODAs to great affect but SEALs and the Ranger Regiments were basically the only SOCOM assets mostly specialized in DA at that time and with enough volume to matter. It was almost 30 years ago so people tend to forget all the special operations groups used to be much more distinct, and straight up tier 2 direct action was basically only a SEAL thing back then.
