I'd bet the first one had already walked for some distance and the second one just put it on and started walking. You can see how the ribs and the fabric have warmed up in the first clip, but in the second it hasn't had enough time to warm up yet.

So maybe it's good for really short field crossing in the night and such, but it'll still warm up from body heat and breathing, and start glowing on thermals like any other solution so far.

IR is always going to be super-hard to defeat though, mostly because the fidelity of thermal cameras is just getting better and better. Then smaller, cheaper and not a lot of practical solutions.
I guess in a really hardcore, grim as fuck way if only 20% make it across a field it could be construed as being 'successful'
