Imagine how much of a shitshow the games would turn into if a tribute was provided with a firearm and then proceeded to try shooting their way out before they could be forced into the arena.Also Panem is (presumably) already a giant gun-free zone on account of it being a totalitarian state where the slightest whiff of resistance is ruthlessly crushed. Katniss grew up using a bow for hunting because even the likes of basic double-barrel shotguns have long since fallen out of use. If she found a Remington 870 in mint condition abandoned in some shed, she still wouldn't be able to source ammunition or cleaning kits for it, let alone get serious range practice.

In fact some characters use one for hunting in one of the later books and fucking vaporize a squirrel. Also the bow Katnis gets in the second half of the series in literally an AI assisted auto-aim bow embowed with Future Tech(tm). I'm not kidding. The issue with the setting is it's post-apocalyptic. Panam is well past its prime and a lot of the tech is essentially archeotech. They can use and repair it but it's too expensive to bulld on large scales.
