This is standard second strike capability stuff, build more silos than you have ICBMs and rotate them constantly with very few people knowing which silos are armed.
The US started this all the way back with the Titan missile, the USSR quickly copied and now China has clearly decided "minimal viable deterant" includes robust second strike.

Breshnev wanted to when it became clear that the Chinese were about to have their own nuclear weapons, but Kissinger refused to give a guarantee that the US wouldn't treat it as a first strike and launch our nukes in response. At the time, the thought was that a powerful China on Russia's border would prevent the USSR from expanding into Asia, but still be weak enough for the West to contain. Which sort of worked, but created a much bigger problem later on.

I still don't see them as real problem like Russia. Everything is Xi fault and if you removed him, China will go back to 80s/90s China. They don't really have equivalent of Silovik/New (FSB) Nobility.
