Not Calvary in direct open warfare, just a rugged animal that can easily make transportation and patrols in harsh climates. It's more affordable than vehicles and they do not require paths that are as maintained as paved roads.

Horses play a role in almost every major military and police service in the world.

When they're charging head first into battle with them, THAT is when there's a problem.

Not tactical, but logistical. The logistical train for horses is relatively shorter than for ICE vehicles, though they require their own set of specialist vetenerians, farriers, handlers, horse trainers etc.

A dirt bike can cover several dozen miles. A horse can't without constant water and grass.

Makes sense in Mongolia, because there's more horse infrastructure there than there is car infrastructure. They're also very intimidating, which is good for police work, which occupying of gendarmerie corps may need to do.
