prep works by reducing the viruses ability to replicate itself. less virus means less chance for mutations. in a fast mutating virus, more copies of that virus means more chances for it to randomly evolve strains that are PREP resistant. so people taking PREP is probably making it less likely for HIV to mutate.the issue with antibiotics resistance is because bacteria are routinely not exposed to enough antibiotic to kill them all. could be improper prescribing, or not finishing doses, or antibiotics leeching into the environment, etc. it provides a small pressure that bacteria adapt to by nudging the population towards those more resistant. unlike PREP where it just reduces the population of that virus flatly.
