Pants were developed for cold weather and worn under the skirt/dress like stockings and tights. Even western men wore stockings 200 years ago before they started combining the underwear and stockings into pants, then tucking the top into the pants instead of draping it over (because tunics/shirts became underwear with the advent of waistcoats and jackets in everyday life), then they shortened the waistcoat to elongate their legs for #fashion, shirts began being shown because showing your underwear like that was #sexy and kept men cool, then they started making tops shorter to keep the silhouette of long legs on guys when they stopped wearing overshirts that were tucked in to their pants, and since they weren't tucking them men's casualwear went from high-rise to mid-rise (and for a brief period, low-rise) where men are today. Men are wearing the equivalent of women wearing tights and a sports bra as their everyday wear. Skirts and dresses are the default and women just kept wearing them. Kinda like men invented and wore heels first (and vintage men's shoes and cowboy boots have 1 1/2" heels)
