My hips are huge and exercising hasn't helped. For context I am too busy to go to the gym and have been doing cardio and strength training at home 6 days a week for 45 minutes. Would being skinny help with the curves or am I cooked cause of bones?

Being skinny always helps. Pooners are benefited more than most. Smaller hips, smaller chest, more muscle definition, etc.

Start with mid-17's. Once you get there (and you will, it just takes time and determination), look at yourself and decide if you want to go further. If you have a lot of muscle mass, you won't need to go as low to look as lean as someone with less muscle.
