Male fetuses have both testosterone (from the testes) and estrogen (from aromatization of that testosterone). Testosterone masculinizes them. Estrogen defeminizes their brains. We know this is the case because CAIS XY people have defeminized brains (male hypothalamus response to estrogen), because they had prenatal estrogen.
