It's too short to really do anything with right now, you could try styling it with a middle part but honestly you're just gonna have to play the waiting game while it grows. For makeup you should start by just figuring out your tones. Go to the dollar store or something and buy a bunch of lip shades, and foundations. maybe an eyeshadow palette. Experiment at home, then when you find what looks best and most natural for your features color-wise, go out and buy real products from cvs or ulta that are the same colors. This will give you a base to start experimenting with, then you can mimic looks you see in movie and tv. watch makeup youtube and follow the tutorials. Don't be too heavy handed and remember the goal is that it's not noticable.
