Why do so many different countries use believing in magical forces as a test of someone's character while sort of implicitly setting up society to be hostile towards open homosexuality?If they just let people be gay, what would they lose out on?

Just as the humans that populate them, they crave control, doesn't really matter if the control has good intentions, reasoning or outcomes, better to have that leverage than not. In politics you should never give something for nothing, so until they have a vested interest in letting gays fuck they simply won't do it. There's no benefit to them and they're giving up influence. Also with any theologically motivated society you also have conservative adherence built into it as a structural pillar. Great to have in war time, not so great in peace time. Leads to schisms and regression.

Humans don't do well psychologically having to share romantic partners, it's only tolerated from the powerful due to the implicit threat of violence. Can't have that many powerful people around and no king can impregnate as many women as a population can, so that avenue is a non-starter.
