there are basically two understood mechanisms for how corticosteroids promote breast growth:

1. Weight gain and fluid balance changes
Corticosteroids cause weight gain by affecting appetite, causing you to gain weight. This can go to the chest area. Also, the corticosteroid system controls fluid retention. Taking something like Prednisone will cause you to retain more water, giving the appearance of larger breasts. See "moon face".

2. Hormone changes
Corticosteroids, when taken systemically, reduce levels of LH and FSH, which stimulate the gonads to produce sex hormones. So men produce less testosterone, and women produce less estrogen / progesterone.

In cis men, corticosteroids cause breast growth by:
1. Reducing testosterone production
2. Causing weight gain and fluid retention

However, these mechanisms of action aren't really relevant to trans women, because:
1. A trans woman should have testosterone already fully suppressed by HRT (and this only happens with significant, systemic doses of corticosteroids anyways).
2. Fluid retention isn't real growth, and there are better ways to gain weight. (and, once again, this is only really caused by significant, systemic doses.)

Cis women report breast growth due to corticosteroids because of fluid retention changes. And honestly, this isn't a flattering look - once again, see "moon face".

This kind of treatment is genuinely pointless and will not produce any result. Real ways to increase breast size include:
1. Gaining weight - you have to deal with being fat for a while, which is honestly not really worth it.
2. Growing pectoral muscles - you can get a cup size increase or so just by doing a lot of pushups.
3. Some kind of weird boob vacuum machine - it costs a couple thousand dollars and you have to wear it for like 8-12 hours a day. But it can increase cup size by causing constant tension, which your body will fill in the empty spaces with fat.
4. Oor, the easiest way, just get a fucking BA.
