they're stretch marks! an ex of mine used to have them all over her tits since they grew a fuckton during her first year on hrt. they don't go away, but they will gradually fade over time. if it helps, i have them all over my hips/thighs since hrt gave me a ton of growth there lol, it's not uncommon. also ur nipples will always be puffy.

if your goal is to have fully developed breasts then no you won't always have "puffy nipples" bc the areola is meant to recede back into the breast tissue in tanner 5. The other anon is right with stretch marks though

i think its because of thinner skin or something, i'm a 6'4 moid and the ones i got on my thighs were white originally but the ones i got on my back were red and purple until they faded to white like 5-10 years later. you can get silicone scar cream that works well to disappear them apparently but i never really cared.
