I don't think border policies are particularly fascist, the reason trump's government is fascist is because they're using state violence to put fear in the general public, stripping rights from minorities out of spite, abusing government power to act undemocratically while taking advantage of a biased supreme court, granting full legal immunity to commit crimes to the leader and then ordering underlings to commit crimes with impunity, etc.
