The ability to move around itself is heavily controlled through the household registration and hukou system, moving to another city for instance is basically likely migrating to another country which is problematic for LGBT people in general as moving away from abusive families or backward provinces is extremely difficult at the minimum. There are a large amount of LGBT Mingong in China which are internal immigrants in a state of legal limbo and effectively second class citizens and Mingong, aside from their general poverty and extreme exploitation, are routinely subjected to extreme measures by the state. Population growth is pretty directly tied to GDP (more workers means more work being done).
There's also some public financing related stuff, where if there isn't a demographic "pyramid" shape then the sustainability of some government programs is more difficult to swing. Not impossible with good planning, but more difficult certainly. e.g. pensions are easier to finance when each subsequent group of retirees is bigger than the preceding one.
There's also pretty strong sociological indications that population decline due to low birth rates is self-reinforcing. Like, once population overall starts to fall, it falls faster the next generation, and so on, until it takes something extreme to swing out of it (like a giant cultural/economic/healthcare shift).
They certainly have a lot of "padding" for all these negative factors. Unlike a country like Korea, they have a lot more population to potentially lose, they have an autocratic state that can force the difficult public financing decisions, and they are at least trying to pull some of the sociological levers to change things (even if they are pulling even the retarded ones like trying to force gay people to have bio-kids).
But the self-reinforcing thing is the real worry. And they really have themselves to blame for it, given they did explicitly try to reduce the birth rate directly during their path to modernization.
