Though perhaps if you move somewhere that already had a plethora of cute trannies, a far right government could be beneficial.But I agree, in a normal town it is certainly better to keep increasing the numbers.Sadly, its a bit of delayed gratification though since in my experience it's at least 2 years before a tranny becomes remotely fuckable (the longer she waits the higher this number goes)
