It's not anywhere near as bad, but cis women actually do get shit for dressing like that. Certain kinds of feminine expression get compliments and also sharp judgment from others--even if they're technically modest.

Because they are subtly or overtly encouraged to infight and tear each other down and jockey for place in order to get more male attention, and there is an incredibly blurry line between being attractive In a Good Way and attractive In a Bad Way.

Also women just having fun with their bodies and doing what they want independently of other people's opinion is suspect, so even if something is feminine, if it's too weird or kooky or over the top, both men and other women will talk shit and police it. ditto modesty that is for the woman wearing it, not for men (hijab and such).
