Same. I've known I need to get on E for a while but couldn't risk tits for multiple reasons (dysphoria being one of them). I've been trying to ask people around about their own breast development though and gotten some ok answers. They may help you.

The best and basically the only consistent advice I've gotten so far is microdosing e while making sure you don't put on more fat to gain breast tissue. A lot of people will say stuff about raloxifene but don't believe this, it's a meme.
