India. The government isn't hostile, and society is somewhat open to the concept of trannies but only if passing. If not passing, no. But if passing, they tolerate if you don't make much noise
I also heard that South America is somewhat alright. Most third world countries with no concept of Western liberalisation are generally okay with trannies. But only if passing and beautiful.
