We should go to extreme lengths to try to eliminate it, like performing regular risk assessments on inmates and completely isolating any flagged as material risk of sexual assault, or just violence in general, towards other inmates.We should also de-segregate prisons by sex/gender, to the extent possible. The same risks assessments can also flag individual prisoners that should be isolated from the same or opposite sex/gender, but unless explicitly flagged as a risk there should be no presumption that prisons must be segregated from the opposite sex/gender.Just because prisons should be mixed gender, doesn't mean you can't isolate literal rapists from women. You just need a specific reason to justify it, that outweighs the right to not be discriminated against on the basis of sex/gender.But all that costs money and would increase staff/land/capital per inmate ratios, so I guess it's never happening.
