I don't quite look like that but I am unrecognizable from pre-trans. The only benefit from long repping was that I could sprint through transition. Still, without the genetics for it, money can't buy quite everything. Especially if your goal is such an unrealistic/complex one.

just setting expectations here, it was hellish for me at 17 to get to a point where i flawlessly pass barring my voice when i'm groggy. It's gonna be twice as hard for you, and chances are you won't be able to reach your ideal form anyway.

Not a big difference between EV and EE.
However, be careful with spiro. It routinely has side effects.
If you bump into those, switch to bica. Also do blood tests frequently. Starting with one today (or any day before you start injecting) to have an idea where you're starting from.

Also, if you haven't been preoccupied already, you may want to start looking into voicetraining. If you've never voice trained before, this will not be very easy.
Warning: Do not do a voice surgery before you've gotten gud at girlvoice without it. Otherwise the surgery's results won't last.
Also, start looking into fashion. If you're gonna sprint through this (like I did), then you don't waste time to "find your style" in years. But start with a pile of stuff and tryout.
Protip: Just dress your age (+/-5yrs) and as close as possible to the normative of ciswomen in your area. It's the fastest way to do "social transition" with minimal friction.
You can start doing that pretty fast too. As soon as you've had electro or laser on your face, you can already start to try out stuff. This board will tell you that that's "honmoding" and will say it's bad but at 35 you're already kinda under the pressure of time (ask me how I know lul). And if money is not an issue, better do more things at once.
All you need is a bit of confidence (or honfidence as this board calls it).

Depends on your goals and the other limitations you might have (other than height).
Mine took 3.5 years (I started at 34, at 37 almost 38 I was post-SRS all documents changed and full stealth) but I lucked out on most things and especially essentials: height (5'6''), overall good health (though had troubles with antiandrogens), supreme luck at SRS scheduling (this is all luck even if you have money; quality surgeons are very rare and busy), grew up in a fashion obsessed family (so I could do social transition almost overnight), no other mental disorders and accustomed to discipline (seems we do have that in common).
You may not want srs, or you may not have a fashion sense, or you may afford to move to NL where taller women are more common which partially solves your height disadvantage. Or maybe you have a health condition that could slow you down. These kinds of goals are for you to set. Every body is different.
Still, realistically, if money is not an issue and you're disciplined, you should be able to be (almost) stealth before age 40 even without srs. Sorry I don't have a more precise timeline. There's way too many variables that depend on you as an individual personality wise AND health/genetics wise.

If you mean sexually functional, please do keep in mind that HRT is a hack to your endocrine system. Like any sudden disruption, it initially comes with mood swings and erectile dysfunction. It does come back after a few months, but you should also carefully monitor your levels and adjust accordingly if this is a priority for you.
If you meant more largely, I assure you I'm very functional (including sexually) after srs too. With the added advantage that I can travel anywhere I want whenever I want.

The good news is that you have to jerk off to keep it functional (like it's literally in the manual) so you'll be fine in that department.
Still, be prepared for libido fluctuations in the first few months.
Have someone external evaluate your progress. Fetishists who can afford stuff do make it as long as someone else reminds them of stuff. What looks hot to you may not be appropriate in public, and things like that.

Just generally being physically fit for surgery. For example, I had SRS years ago. I was too fat for the BMI limit the surgeon had, so I started spending an hour each day (some days were two or three hours) on a stationary bike on the highest resistance setting at a 10 to 15 MPH pace with peaks of 18 or 20 MPH. When I had surgery, I was ordered on bed rest for seven days to not mess up the stitching as part of standard protocol, though a member of staff told me I probably wouldn't feel like walking around at all. Conversely, the only time I felt incredibly bad and pained was the night of surgery. The next morning, I felt like nothing had happened and I could walk around without concern, but I heeded the doctor's instructions. I got bored during that time and wished I was allowed to walk around. When I was allowed to walk, the nurses were surprised I hadn't fainted upon standing up and I showered myself. It's apparently very uncommon, even the same member of staff who warned me was astounded to hear this. I'm sure it wasn't just my legs being strong that helped, my heart could handle the change in blood pressure from standing for the first time in a while better as well. It's also not that I'm just more robust at a baseline either. When I had FFS before SRS, I wasn't doing much exercise at all and my recovery was much worse. I did not feel like getting out of bed for 10 or 11 days and I slept all day. I did also work night shift, so that had an impact as well. So fitness helps a lot in recovering from surgery. But also, since you want a curvier figure, building your lower body would help maintain your BBL results and achieve a better result to begin with.
