The act is meant to provoke a reaction, draw attention to an issue, or sway public opinion. Terrorism is often used by non-state actors against states, as it is meant to address the asymmetry of warfare between the two actors. However, states can also engage in terrorism. The root cause of terrorism is discrimination or alienation, stemming from colonization(the cause of most modern terrorism), globalization which erodes traditional ways of living, and capitalism which causes social, economic and racial inequality. Examples of terrorism caused by colonialism include Northern Ireland, Biafra, Khalistan, 9/11, and the FLA. Examples of terrorism caused by globalization and capitalism include the Unabomber. Most often, the goal is to force states to alter their policies or cede territory. terrorist groups such as hamas and hezbollah: establish a state of palestine in the west bank and gaza. with the establishment of palestine as a UN member state, Hamas and Hezbollah would have no reason to exist as the expansion of Israel would be stopped and Palestine would exist. Hamas and Hezbollah will be absorbed by the security forces of Palestine and Jordan, and it would also be a check on Israeli expansion.Iran nuclear program: support current Islamic regime in Iran and pursue cooperation and dialogue. The current religious regime in Iran has declared nuclear weapons are against their religion. They do not wish to produce a nuclear weapon.

However, as is the case currently with the American empire, and previously with the British empire, empires do not tend to last long. The US is unable to project its power over the entire world as states attempt to sell their oil in different currencies than the dollar. The petrodollar theory of war states that the US engages in wars of regime changes against countries attempting to circumvent the petrodollar system, to either install a puppet government or destroy the fabric of society. This happened in Iraq as Saddam Hussein attempted to make the euro the standard currency for oil, in Libya, and more recently in Venezuela and in Iran. The solution is for the US to accept its diminishing power, and engage in dialogue with other countries. If it listens to the security concerns of other states, it is able to make better decisions that will lead to less conflict.
