What did exist back in the Weimar republic were transvestite licenses. These allowed you to wear womens/mens clothing in public without getting arrested for it, as crossdressing was illegal. There were a few isolated instances of Nazi officials still issuing a few of those, but the general policy was one of repression and most people who had those licenses were deported to the camps early on
